If you’ve been in the NYC for-hire transportation (TLC) industry for a minute, you know the market has an extensive “grapevine” of rumors and predictions. In fact, one of the reasons we created this newsletter is to share our own thoughts and insights, often based on technical and operating insight, to help people in the TLC industry make sense of what’s going on. Obviously, some of our opinions are speculative or “best guesses”. There is no real way to predict what a regulator or other party will do until an official announcement is made.

However, we recently came across a very interesting piece of content from someone whose opinion we think is very credible. In his latest podcast, Mario Sena, a member of the Black Car & Livery Task Force & owner of non-emergency medical transport (NEMT) giant Agape Transportation, states that the NYC Taxi & Limousine Commission (TLC) has likely decided to issue 2,000 additional TLC plates. He also states that the TLC is simply deciding how and to who the plates will be issued (i.e., NEMT-only, base-specific, etc.).
As we recently discussed, we do not think many TLC drivers and other industry participants, especially in the yellow taxi medallion market, will embrace additional plates for several reasons. We further stated our opinion that the TLC will likely NOT issue any additional TLC plates in their upcoming biannual FHV License Determination Report (aka TLC Plate Cap). THAT BEING SAID, perhaps we’ll be wrong on that prediction, as Mr. Sena is a credible voice in the industry that shouldn’t be ignored.
