Earlier today, NYC Taxi News’ Abe Mittleman, Carolyn Protz, and AutoMarketplace founder Dawood Mian had a conversation with NYC Taxi & Limousine Commission (TLC) Chair & Commissioner David Do.

We spoke with NYC TLC Chair David Do about his recent experience as a NYC for-hire driver, including driving a yellow cab 🚕, working in an EV ⚡ on Revel’s platform and his future plans to continue driving across different NYC for-hire transport sectors! 👏

Later on in the conversation, he shares some thoughts on how he thinks about and balances the opinions & demands of different groups when constructing and determining policy. We appreciate the complex task of being the NYC TLC Chair, especially when it comes to discussions around issuing new TLC Plates, a very actively debated 🗣️ topic in the industry, with many points of views. Chair Do also briefly touches on his thoughts around congestion pricing.

After the roughly 30 minute conversation, Abe, Carolyn and Dawood speak about their thoughts on the discussion and more. So according to Do, the SHL program is due to needing to insure outer borough service. Yet when asked about congestion he claims the 90k Ubers do 80% of their trips in the outer boroughs. Sounds like there are vastly sufficient cars for outer borough service. I do like that they are trying to help the Green cab Medallion owners get back on the road but the numbers are absurd. How many Yellows are on the road now, 7,000 in mostly single shifts? Vs 90,000 Ubers? One class literally added a-l-l of the congestion.

Right now, according to his disclosure, he states ~4,700 medallions remain in inactive/storage. If there are roughly 13,500 medallions, then that implies 8,500 to 9,000 yellow cabs should now be active. Based on our conversations with multiple people in the taxi industry, most active cabs are single shifted. Still a long way to go for the taxi industry to recover!

Ok. Make it 9,000 vs 90,000 then. 1000% as many Ubers, nice round number. As Carolyn pointed out, the TLC steps in every time there could be natural attrition.
