✋ Insurance Rules Clarified Ahead Of TLC Vote, SHL Pilot Details Will Be Presented
NYC TLC will vote on rule changes & SHL Pilot, tomorrow. Rules primarily deal with vehicle insurance requirements, driver DMV & TLC point program, "dollar vans". TLC will present SHL Pilot details
The NYC Taxi & Limousine Commission (NYC TLC) is set to vote on proposed rule changes and revisions, tomorrow, Wednesday May 3rd at 10am. In addition, the regulator will provide more details about & vote on a proposed Street Hail Livery (SHL) Pilot. The Pilot may result in the issuance of 2,500 “restricted” FHV Licenses (a/k/a TLC Plates), as we detailed in yesterday’s piece.

What’s Changing?
A lot was proposed, will be discussed and will ultimately be voted on by the TLC Commission Board tomorrow. From combining two programs that deal with driver DMV & TLC points into one (Persistent Violator Program) to amending vehicle insurance language to reflect New York State changes - there’s a lot to go over 😅.
In a recent two part piece (links below) we simplified the proposed rule changes to help TLC drivers and other industry participants understand what’s being voted on, without spending hours going through rulebook and regulatory minutiae.
If You Testify, TLC Will Listen
We think many TLC Drivers and other industry participants DO NOT TESTIFY 🤐 for the following two reasons (outside of language barriers):
They don’t believe their testimony will make a difference
They feel like they aren’t knowledgeable enough to intelligently comment
This publication exists, in many ways, to help address (2).
On (1), we’re encouraged 👏 to see the TLC listened to testimony at the April 19th public hearing. In its press release ahead of tomorrow’s TLC Commission Board vote, the TLC:
REVISED previous vehicle insurance seating capacity language to clarify that a $1.5 million+ liability policy is NOT applicable to vehicles with seating capacity with 8 people PLUS the driver, (e.g., on a New York State DMV registration, seating capacity INCLUDES the driver’s seat).
We would also like to thank 🤝 Keith Greenbaum of Hereford Insurance, who was critical in helping us understand and communicate the issue to our readers. We heard from many that the article helped them understand the concerns around the technical insurance language much better.
REVISED proposal that TLC Directive response times change from 10 days to 3 days by revising the time to respond to 5 DAYs.
⭐ Clearly, NYC TLC Driver & industry participant testimony was heard and certain suggestions were implemented that wouldn’t have been otherwise. We hope that provides future encouragement for people to testify at TLC hearings ⭐
SHL Pilot Presentation
Finally, there will be a TLC presentation and vote on the proposed SHL Pilot Program, which we overviewed in detail yesterday.
