NYTWA leader Bhairavi Desai confronts TLC Chair David Do after the Taxi & Limousine Commission approved an SHL Pilot that could see up to 2,500 "restricted" TLC Plates (re)issued
As we covered yesterday, audience members at yesterdays TLC Commission meeting, mostly belonging to the New York Taxi Workers Alliance (NYTWA), were visibly upset about the NYC Taxi & Limousine Commission’s (NYC TLC) decision to approve a proposed SHL Pilot. The Pilot could see the issuance of up to 2,500 SHL Permits, which is essentially a “restricted” FHV License (a/k/a TLC Plate). The TLC views the new permits as a reissuance of SHL green cab licenses retired during the pandemic.

“We respect you, we’ve done good work together on the medallion-debt forgiveness, on the raise…But you, sir, you’re wiping all that good away right now…Adding 2,500 new cars, on top of the 1,000 that they just added with electric vehicles, that is a significant increase in this industry when ridership is still down by 30%” from 2019.”
