Please tell me, in order to apply for a plate, do you already need to have an electric car and a TLC license? Or can you first apply, and then, after its approval, buy a car and get a TLC license? Thanks in advance for your reply.

Apologies for the delay in response. Per TLC guidance you DO NOT need an electric car (EV) in order to apply for the new EV-only plates. In fact, the TLC states you SHOULD NOT buy an EV, until you're officially allocated a TLC plate. Hope that's helpful!

Thanks for the answer, but what about the TLC license? Should you have it?

The TLC drivers license? If applying for the individual allocation, probably a good idea to have a TLC drivers license. Are you currently in the TLC industry?

I'm brand new to the world of TLC. I was watching this hearing and the previous hearings on TLC plates. Are this plate just for 100% electric or and you get a hybrid electric vehicle. Also when the applications roll out do you have to have the car before you fill them out? I have some many other questions but leave these 2 for now.

Welcome to NYC TLC! These new plates will be only for 100% battery electric vehicles (EVs) and NOT hybrid electric. The TLC is still giving guidance that drivers SHOULD NOT buy an EV until further guidance is given (implying that you don’t need to have an EV beforehand). TLC Chair Do also indicated more specifics will come out in a few weeks, with an online app opening in mid-March. Please feel free to ask as many questions as you like, it will probably benefit others who track the comments πŸ‘

You know what crazy, I was at Buggy on Monday and they had 4 Tesla's there wait to rent. Fully plated and all. Smh. I was actually shocked to see them there. Especially after the hearing.

Buggy has been around for a while, so those maybe existing FHV licenses they may have converted to Teslas. An EV exemption (like WAV exemption) actually existed until June 2021, when the TLC removed the exemption due to fears around Revel adding hundreds/thousands of new TLC-plates vehicles to the street.
