Perhaps put a cap on the number of licenses one entity (or associated entities) can bid on? I think other bases will be able to compete as well. Right now, 70% of TLC Plates are controlled by drivers, that have non-transferable plates, so monopoly formation seems tough at this moment. I do agree that the ~30% in transferable business entities can be monopolized though, if not properly regulated

Yes, but the amount of money Revel has is an unfair advantage to other base companies. You can look up the crowdfund money raised.
