TLC will vote on a Street Hail Livery (SHL) Pilot. Creation of new "SHL Permit" seems to be an answer to traditional Livery & Black Car industry calls for more vehicle access. We explain.
You have contact a participating base and they will issue the letter. You can also contact your TLC insurance broker who may have connections with a participating base. Note, Uber (& Lyft) have said they are not going to be participating in the SHL Pilot, so you'll have to look for "traditional" black car or livery bases. Hope that helps!
