The reason why there is no definition of a street hail Is because it is obvious because it is self explaining , a street hail is a hail by a person to a car on the street.
Technically 100% of all other FHVs must be EV (zero-emission) or WAV by 2030 (gradually increasing mandate as well). Yellow cabs do not have an EV mandate.
You can't replace wav's with electric cars , you are not above the law or entitled , taxi owners would choose electric cars any day , why should you be able?
