If he did have a vehicle already, how was he so confident he was going to get an allocation is another question or was it just luck, to be fair? The TLC on multiple occasions reiterated DO NOT buy a vehicle until you get a confirmed allocation. He likely did have the vehicle from before, but that just seems very risky to have a car before knowing you have an allocation on a "First Come, First Served" process
The Asians deal with brokers. Plus they pay some one to do all the paperwork. They move very fast.
So this driver in one week got all the paperwork and tlc plates and the car find that hard to believe
