Very good question, had to look it up given the recent court ruling. On the TLC website (https://www.nyc.gov/site/tlc/about/shl-pilot-program-license.page) dedicated to the SHL Pilot it states:

"Thank you for your interest in obtaining an SHL Pilot Program License. The Authorization Agreement form is now closed. All available application slots are currently being processed"

That implies it's closed, but never hurts to call the TLC to double check or email them at tlcpilots@tlc.nyc.gov

Isn't it madness for the industry to have recently registered almost 10 thousand or more new drivers and afterwards resort to locking them out of their platform, "both veteran drivers and rookie drivers". This is definitely an indication that there's no job protection with these rideshare companies who either don't care about the drivers because they believe that there's always going to be drivers outthere to drive whenever they need them or that they can do whatever they want with no consequences.

The Yellow Cab was caped to protect the industry and the drivers pay, why couldn't the Uber and Lyft as an Industry operate under a caped licensing procedures and be reviewed annually or biannuallly to protect the drivers pay.

To have an open licensing rules that can potentially flood the market and expect the drivers pay to not be drastically negatively impacted is madness.

The idea was to flood the market with fake taxis and kill the yellow industry. The City Council under de Blasio tried to pause adding more cars but Cuomo interfered.

Lyft is going to meet the 50% threshold- they are simply locking out drivers for days at a time. I personally have not been able to log in since Monday. But if a driver gets in, he will make money like he should be, without an extra 10k EV drivers and 13k yellow cabs to compete with. Also, that email from Uber was just about the most insulting and infuriating communication I have ever received from then.

Great article! Looking at the current dynamics if we think about it, probably not in the terms that Uber wanted since the beginning but they worked out a deal that is no different than them being on a Standalone UR backed up by the Major and the TLC (Lyft’s is being β€œsubject” of an specific UR number because of non written deal)and I believe that it’s impossible for me to understand that we all could see that and the TLC and the City didn’t, I feel like NYTWA is doing the right thing, they continue to raise their voice and even if we do not agree with all they ask for a good way of seeing it is that sometimes you have to ask for a lot and exaggerate things a little in order to get at least 25-50% pf what you have asked for, at the end of the day we are dealing with politicians and that has always been the way to ask for things.

Very accurate to say that Uber might be underestimating the current NYC situation, definitely have promised on camera and the News some words that might weight some responsibility down the road, but I do have to say that as a Company/Business they do not seem to care much about having to deal with lawsuits, etc. Their behaviors can definitely provoke City officials and TLC to put an β€œend” to this and avoid protests, letters and VISIBLE conflicts by ruling against the lockouts or any other way of access restrictions, and that may be what they sre not seeing.

its the damn tlc, just freaking lower the ur to 49 or 45, i need to work i dont need 10 cents annual raise

If they do that the rates will increase significantly and Uber and lyft don’t want this, the main reason for lock outs.

Actually, lower UR requirements Uber/ Lyft will be onboard with. IF their actual UR is 49 or 45 and the regulatory threshold they need to meet is 53 or 56, then that's a major problem. If that makes sense.

The tlc lowering the UR all the time defeats the whole purpose. These lock outs are detrimental for those who solely rely on uber and/or lyft.

My Uber and lyft gross income has decreased 70% since lock outs were implemented.

It all comes back to supply & demand (drivers / FHVs vs. trips). There is oversaturation in the market. For example, let's say a driver wasn't locked out but didn't get a trip for 3 hours? It'll be the same problem essentially.
