I also thought Uber was keeping the tips. I work through the CMT terminal. The tips go to a separate account, a Netspend Skylight ONE card. It also allows you to create an online account for bank transfers. The communication about this was pretty much nonexistent. No contact from the TLC or CMT. I only found out about it through a chance conversation with a driver. You have to obtain the card at the CMT office.

I guess what you're dealing with is tips essentially being a separate transaction and there are more than one processing entities involved. BTW you can also set up the Skylight ONE account to notify you on your phone when the tip is processed. It overall seems like a good system. TLC needs to make a concerted effort to sort it out and notify drivers. They send out a lot of emails I'm sure they can do it.
