With congestion pricing looming soon one wonders if tlc was in cahoots with the state to issue more vehicles on the road for the additional $2.50 surcharge the state will collect per trip. A cash grab all around. Itβs not about traffic, air quality or dare I say the Money Taking Agency improvements. Tax the working class.
The whole point of lockouts was to alleviate traffic. But it actually does the opposite. Drivers book the times when more people are using Uber/Lyft. it's a vicious cycle.
The reasons lockouts occur is to βforceβ distribute X demand to Y supply in a situation where there is an imbalance when you also want drivers to earn the TLC Minimum Driver Pay. There are too many active TLC drivers / vehicles, so another way to view this is an effective vehicle cap will help prevent this situation from occurring (genesis of taxi medallion idea in 1930s). When TLC allowed another 10,000 vehicles to be plated, didnβt help. There is only so much demand / demand growth (trips per driver / vehicle).
Well the new decision is valid until February 2025 and they probably want to ensure something like this canβt happen again (i.e., reinstatement of unlimited EV TLC Plates vs specifying a number) Maybe even determine if the TLC owes damages or other consequences?

That horse may have already left the barn and caused damage with all the recent disbursement of EV licenses. Weβll have to wait and see if Uber will follow through on lockouts, which would be a nightmare for many drivers.
