Why no one is proposing the removal of the utilization rate? Lockouts hurt drivers. Raises could be calculated based on the CPI or other metrics. The TLC obviously doesn't care about traffic, as evidenced by them adding 10,000 EV plates by themselves.

If you remove the UR, you need other very strong policies related to limiting vehicle / driver supply serving X amount of NYC trips. If you remove the UR and you don’t effectively enforce the TLC Plate Cap, driver earnings will plummet (so the UR is solving to protect that). This, in many ways, is the origin story of the taxi medallion in the 1930s (supply vs demand)
